The public comment period closed on a proposed Agriculture Department rule that would cut millions of people from food stamp eligibility. The rule faced overwhelming opposition among the over 75,000 logged comments. A USDA statement said that the agency would sift through the comments and consider potential changes. The New York Times reported that President Donald Trump ordered his staff to freeze over $391 million in aid to Ukraine in the days prior to a June 25 phone call with Ukrainian president Volodymyr Zelensky in which Trump urged the foreign leader to investigate Democratic candidate Joe Biden. The phone call was first reported in the Washington Post on Sept. 20. Tuesday Sept. 24 Speaker of the House Nancy Pelosi announced that the House will initiate an impeachment inquiry against Trump in light of Trumps alleged abuse of power in pressuring Ukraine to meddle in U.S. affairs. Federal prosecutors charged Fiat Chrysler manager Emanuele Palma with violating the Clean Air Act, committing wire fraud and other crimes. Palma and co-conspirators allegedly misled regulators and the public with rigged systems in Fiat Chrysler vehicles that altered their pollution controls, lowering emissions to acceptable levels during regulatory testing and raising them in other situations. Wednesday Sept. 25 Trump declassified a constructed transcript of his 30-minute June 25 telephone conversation with President Zelensky. The transcript confirms that Trump asked Zelensky to investigate Joe Biden and his son Hunter Biden. The proposed investigation involved actions in 2016 when then-Vice President Joe Biden encouraged an anti-corruption policy in Ukraine that called for the removal of a prosecutor who had investigated the private gas company Burisma Holdings, for which Hunter Biden was a board member. Ukraines prosecutor general said that he found no evidence of wrongdoing by either Biden. A Senate vote to terminate Trumps national emergency at the southwestern border, which allows the president to redirect military project funds toward his border wall, fell short of the margin needed to override a presidential veto. The 54-to-41 vote nevertheless showed a bipartisan rejection of building a wall without congressional approval. Thursday Sept. 26 The House Intelligence Committee released an unclassified version of the whistleblower complaint about Trumps Ukraine call that prompted Pelosi to initiate an impeachment inquiry earlier in the week. The complaint states I have received information that the President of the United States is using the power of his office to solicit interference from a foreign country in the 2020 U.S. election. The New York Times reported that the whistleblower is a CIA officer who was once detailed to the White House. The whistleblowers lawyers refused to confirm this information and criticized the Times for attempting to reveal the whistleblowers personal information. Times executive editor Dean Baquet defended the release by saying that we wanted to provide information to readers that allows them to make their own judgments about whether or not [the whistleblower] is credible. The State Department announced that Trump decided to slash the American refugee program by almost half. He plans to accept 18,000 refugees over the next 12 months, a reduction from the current limit of 30,000, which was already a fraction of the 110,000 refugees allowed by President Barack Obama in 2016. Friday Sept. 27 The House of Representatives voted to terminate Trumps southwestern border national emergency in a bipartisan rejection. Mirroring the Senate vote on Wednesday, the 236-to-174 tally did not draw the two-thirds majority needed to overcome a presidential veto. House Democrats subpoenaed Secretary of State Mike Pompeo in a move to advance their impeachment inquiry into President Trump. Democrats demanded that Pompeo produce documents and witnesses that could clarify the presidents attempts to pressure Ukraine. This is the first in a series of subpoenas that the Democrats promise will come in the next week. Saturday Sept. 28 The New York Times reported on the shadow foreign policy operating in Ukraine, encouraged by Trump and carried out by his personal lawyer Rudy Giuliani. The Times described it as a behind-the-scenes campaign to gather and disseminate political dirt from a foreign country, and connected it to Trumps phone call to the Ukrainian president on June 25. Sunday Sept. 29 Joe Bidens presidential campaign wrote a letter to top news networks and anchors requesting that they keep Rudy Giuliani off the air on account of, among other things, unhinged, unfounded and desperate lies on behalf of Donald Trump, repeatedly pushing the narrative that Biden used his vice presidential power on behalf of his sons business interests in Ukraine.
